boil water add 1 tbsp oil add the bulgur and salt & pepper cover, turn off heat and let stand for 20 - 25 min.Drain, and mix with egg , paprika,flour,choppedmint and chopped parsley add the frozen peas and zest from orange.Form into 8 patties apx. 1/4 cup size each and fry in a non stick pan for about 2 minutes on each sideuntil golden brown .
