Wash, peel and cut Tomatoes, chop Onion.Heat Water to boiling and add Tomatoes and Onions with the salt (or NoSalt). Bring to a boil and simmer until tomatoes are done. Strain and puree the Tomato Onion Mixture, return to liquid.Melt the butter in a heavy pot, add the flour and brown lightly. Add the Tomatoes and Onions back to the pot. Add the Rice.
