1 1/2 Tbsp. chili powder
4 Tbsp. butter
4 Tbsp. flour
1 cup skim milk
1/2 cup chicken broth
1/2 tsp. coarsely ground black pepper
1/2 tsp. salt.

Here is how you make Southwestern Chicken and Rice Casserole:

In a non stick pan sprayed with cooking spray saute onions, and peppers until translucent.In a large bowl combine rice, chicken, beans, corn, tomatoes, sauted mixture, cilantro, cumin, garlic powder, oregano, and chili powder. Stir to blend.In a saucepan, melt butter over medium-low heat; stir in flour until blended and then gradually stir in milk and chicken broth, stirring constantly. Add the salt and pepper and continue stirring until it gwets thick and bubbly. Pour this mixture into the bowl with the other ingredients. Bake at 350 degrees for 40 min.
