Crumble chicken into the saucepan, and cook until meat loses its pink color. Str to break up the meat. Drain in a colander.Wipe the saucepan with paper towels, coat with cooking spray again and place over medium-high heat until hot. Add onion, green pepper, and garlic; saute until tender, about10 minutes.Add the chili powder, cocoa powder, cumin and salt; cook stirring constantly, 1 minute.Add the beef, broth, tomatoes, and water; bring to a boil.Cover, reduce heat and simmer 15 minutes.
