Combine cheddar and butter in a food processor and pulse until combined. Add flour and pepper and pulse until combined, dough should be pebbly. Gradually add water while pulsing the food processor. Do not over mix. Dough should be soft yet pebbly. Remove dough from processor and form into a disc, wrap in plastic wrap and refrigerate for at least an hour. Preheat oven to 375˚. Divide chilled dough in two. Roll out to 1/8 inch or less sheets and slice into one inch squares. A pizza cutter works well for this. Place squares on parchment paper lined baking sheets and bake for 17 minutes or until just browned.
