1.) In saucepan melt the butter. Add onions and water. Cook about 20 minutes until tender. 2.) Stir in brown sugar and cook 2 more minutes. Add vinegar, mustard, salt (to taste), red pepper and bay leaf. 3.) Bring to a simmer and cook another 6 minutes, until most of the liquid has dissolved.
