2 tbsp butter, softened
1/2 cup fat-free milk
1/2 cup butttermilk
1-1/2 tsps. minced fresh rosemary or 1/2 teaspoon dried rosemary, crushed
1/2 tsp. salt
1/8 tsp. pepper
paprika to taste

Here is how you make Garlic Twice-Baked Potatoes:

Bake the potatoes at 400*F for 45-55 min. or until tender. Meanwhile remove papery outer skin from garlic(do not peel or seperate cloves). Place garlic in a double thickness of heavy-duty foil. Drizzle with oil. Wrap foil around garlic. Bake at 400*F for 30-35 min. or until sofetened. Cool for 10 min. Cut top off garlic head, leaving root end intact. Squeeze softened galic into a small bowl, set aside.Cut a thin slice off the top of each potatoe and discard. Scoop out hte pulp, leaving a thin shell. In a bowl, mash the potatoe with butter. Stir in milk, butter milk, rosemary, salt, pepper and roasted garlic. Pipe or spoon into potatoe shells. Place on an ungreased baking sheet. Bake at 425* F for 20-25 min. or until heated through.
