Here is how you make Spicy Breakfast Potatoes:

In a 12" skillet, add all ingredients EXCEPT water. Mix to coat all pieces with the oil. Cover and cook over low to medium heat. Stir occasionally. About half way through cooking time, (you can tell by how soft the potatoes are) add water and stir. Done when potatoes are soft.Dual advantage to the water.
