Cook macaroni to package directions. Drain & pour noodles into a 9 x 13 pan.

Mix together 2/3 c. flour & 1 c. COLD water in a cup.

Heat 1 1/2 c. milk in saucepan. When milk is warm, add flour/water mixture. Stir constantly so contents do not scorch. When milk mixture thickens, remove from burner & add margarine & salt & pepper. Pour this mixture over macaroni. Add 1 1/2 c. sharp cheddar cheese. Mix in pan.

Add 2 c. crushed saltine crackers to top of mac & cheese.

Bake 350 degrees approx. 30 minutes or until bubbly.
