Add the onion and cook, stirring, until its soft, about 5 min.Add the curry powder and continue to cook for another minute. Add the bulgur and stir to coat with the oil. Add the carrots and stir once or twice.Add the liquid, and raisins, cover, and cook over very low heat for 10 minutes. Turn off the heat and let sit for 15 minutes more.
