Spray a cupcake pan with baking spray and lightly sprinkle with flour. Combine first 4 ingredients in large bowl. In medium bowl whisk together rest of ingredients except for walnuts. Stir wet ingredients into dry with wooden spoon until just combined. (Do not over mix) Spoon into cups, filling each about 2/3 of the way. Sprinkle with the walnuts.
