Combine flour, 7 t. sugar, orange peel, baking powder, salt, soda. Cut in butter.In separate bowl combine cranberries, orange juice, half and half, egg.Add to flour and stir until a soft dough forms. Knead 6-8 times.Pat dough into 8" circle. Cut into 10 wedges.Place on ungreased pan. Bruch with half and half.
