In a sauce pan, melt the butter over medium heat. Add the crushed noodles, stirring with a fork until browned. Remove from heat. Stir in bulger wheat until mixed and butter has been dispersed. Add the chicken broth over heat, add the water, salt and pepper to taste. Cover and lower heat. Approx 30 minutes or until liquid is absorbed.
