In a big bowl beat together the margarine, brown sugar, eggs and hot water. Blend in the flour, baking soda, baking powder and salt. Stir in the chocolate chips. Spoon onto cookie sheets (2 inches apart), and bake at 370 F for 8-10 minutes. The cookie tops will be light, and the bottoms will be goldern brown.
