Cook until the onions are transluncent, then add sun dried tomatoes and cook until fragrant.Add the vinegared cabbage and cook until tender, ~2 minutes, then add canned tomatoes, stock, and water. Bring to a boil, then add penne and beans. Reduce to a simmer and cook until penne is cooked al dente.
