Chop asparagus, mince garlic if using fresh, cut chicken into small pieces. Put first six ingredients into a pot and bring to a boil. Once boiling, reduce to a simmer.Make a roux by melting butter in a skillet, and adding flour. Blend together. Add milk slowly, blending to remove lumps as milk is added. Stir constantly until thickened. Slowly add to simmering broth mixture, stirring to combine.
