In a large saucepan, over medium high heat, heat the oil until shimmering, but not smoking. 2. Saute the chicken, allspice, oregano, bay leaf and black pepper, until slightly browned, about 3-5 minutes. 3. Add the carrots, scallions, celery, and garlic, and saute until softened, fragrant and slightly browned, about 3-5 mins. 4. Turn the heat up to high and stir in the broth, allowing it to release the browned bits from the bottom of the pan and bring to a boil. 5. Stir in the tomatoes and potatoes. Reduce the heat and simmer, covered, until the potatoes are tender, 20-30 mins. 6. Stir in the beans. Simmer until heated through, about 5 mins. Stir in parsley just before serving.
