In large nonstick saucepan over high heat, saute onions, carrot, celery and green peppers in butter then add clam juice until tender. Add tomatoes, water and seasoning to soup mixture. Simmer for 20 minutes. Add clams and simmer for another 25 minutes. Be careful not to let this boil. It will be thick.
