Bring to just under a boil and reduce heat to medium. Simmer for 1/2 hour.In a skillet sprayed lightly with cooking spray, brown the ground turkey and chopped onion. When almost done, add green peppers.Drain if necessary (I cook my turkey til there's no fat remaining in the pan) and add to the big pot of chili base.The base needs to simmer at least 30 minutes and then another 10 minutes after the addition of the turkey. You can simmer this a long time on med-low. The longer it simmers, the more the flavors meld.
