Bring water to a boil in a soup pot and add boullion, chopped onion, marjoram, and beets. Simmer until soft. Whisk in flour, paprika, and sugar and remove from heat. Blend smooth with a hand blender or in small batches in a food processor or blender. (Be careful...hot things expand to about triple volume when blended! Do NOT do this over the burner.)
