Heat olive oil in skillet. Add onion & green pepper. Saute until soft. Do not allow to brown. Add chile powder, ground cumin and minced garlic. Saute for 2 - 3 minutes.Mash up to 1/2 of black beans if desired.In a large pot mix black beans and onion mixture. Add tomatoes. Add 2 cups (or more if desired) of water. Cook over low heat for 10 minutes. Add salt & pepper as desired.Add chopped jalapenos or green chilies to spice it up if desired.Serve as is or with salsa, sour cream, or grated cheese.Garnish with chopped scallions.Serves 8 to 12.
