Preheat oven to 350 degrees.Mix flax seed with 3 tablespoons of water and set aside.In a medium sized bowl, mix the TVP with the boiling water. Mix in the ketchup, herbs and salt. Let stand for 10 minutes and then add in the carrots and flax 'egg'. Mix in the bread crumbs, wheat gluten and oil to make a firm mixture.Scoop out a packed 1/2 cup of the mixture and form into a patty. Repeat for all 4 patties.
