Dice the onions, peppers and celery and saute over medium heat in a large pot with the olive oil until the onions are translucent. Chop the cabbage, dice the tomatoes and add to the pot. Pour in the water and onion soup mix and stir until the mix is fully incorporated. Cover and simmer for about 45 minutes, stirring occasionally.
