Bring 4 cup water to a boil with a dash of salt on stove top. Add bulgur, cover and turn heat to simmer for 15-20 minutes. Saute onions in separate pan with a spray of EVOO. Mix everything together and place in lightly sprayed casserole dish, cover with foil and bake for 30 minutes at 350F.
