In a soup pot, add oil and butter over meidum heat. When butter is melted add onions and cook until translucent, about 3 minutes. Add bell peppers and cook another 3 minutes. Sprinkle with flour and cook stirring continually for 3 minutes.Add the broth and the potatoes and bring to a boil. Cover and cook for 5 minutes. Uncover and cook until the potatoes are tender, another 5 minutes.Add corn, salt, pepper, and half and half. Cook over low heat for about 5 minutes, stirring as needed.
