Mix dry ingredients together in large bowl. In smaller bowl combine water, vanilla extract and oil in that order. Whisk together briefly until oil and water mix. Immediately add to dry ingredients. Mix thoroughly until all oats are moistened. Pour into baking pans and cook on low heat 200 degrees F for approximately 2 hours - until oats are dry. Allow to cool completely.
