In a small bowl, whisk together the dry ingredients. In a large bowl, stir the wet ingredients together until well mixed. Stir in the dry ingredients until just blended. Fold in the apples. Spoon into silicon muffin cups. Cut together the topping ingredients until crumbly, sprinkle on top of the batter.
