Bring vegetable broth to boil in a covered medium saucepan. Add chopped onion, minced garlic, kidney beans, and jar of salsa to vegetable broth, replace cover and bring to boil again. Stir in rice, salt, and pepper. Reduce heat to low, and put lid back on pot. Simmer for approximately 40 to 45 minutes, stirring periodically, until the water is absorbed, and the rice is tender.
