In a medium saucepan, bring broth to a boil. Add millet and simmer 15 minutes. Remove from heat, cover and let sit 10 more minutes.In a large bowl combine all vegetables. Fluff the millet with a fork and add it to the vegetables.Separately mix the vinegar, soy sauce, sugar, pepper and oil into a dressing. Drizzle over the millet and vegetables, and stir until everything is coated. Chill at least 2 hours.
