In large soup pot, heat 1 Tbsp olive oil, add mushrooms and cook until browned. Add other 2 Tbsp olive oil and onions. Cook until onions are soft. Add carrots,celery and peppers. Add broth and tomatoes, black pepper, bay leaf, and oregano. Bring to a simmer and add quinoa.
