Add garlic and heat for 1-2 minutes. Add cabbage and yellow onions. Saute for 5 minutes. Add red onion and carrots and Sazon packets. Mix together to coat the vegetables in the seasoning. Add 3 cups of water and the two bouillion cubes. Heat to boiling. Boil for 10 minutes. Add the red pepper, celery, and stewed tomatoes. Add 5 cups of water. Heat to boiling again. Add the green beans and cannelini beans. Add the remaining 2 cups of water. Put the lid on and simmer for 20 minutes.Makes 10 2-cup servings.
