In a large pot combine lentils, rice, water, ginger, garlic, salt, coriander, garam masala, cardamom pods, cinnamon stick and olive oil. Bring to a boil over high heat, cover, reduce heat to low and simmer 50 minutes. Let stand 10 minutes, then allow to cool. Fish out cardamom pods and cinnamon stick.In a food processor combine onion, oats, soy sauce, lemon juice and cilantro. Process to make a chunky paste, add lentil/rice mixture including garlic and ginger, and blend until a smooth paste consistency.In a bowl combine contents of food processor with grated carrot and chill for 15 - 30 minutes,Form patties on a greased cookie sheet and cook at 350F for 30 minutes, flipping patties once halfway through cooking.
