Here is how you make Passover Vegetable Kugel:

In a large pan saute celery, carrots, onion in olive oil for 10 minutes. While that is cooking, defrost spinach and squeeze out water, set aside. Add bell pepper and mushrooms to pan, saute 5 minutes more. When vegetables are done cooking set aside to cool for 5 minutes. Preheat oven to 350, spray a 9x13 pan with cooking spray. Mix cooked vegetables, garlic, matzo meal, and egg substitute in a large bowl.
