Here is how you make Veggie Enchilada:

Mix first 4 ingredients together in a sauce pan and heat through.Slice onion and peppers into strips and saute in 1 tbsp of olive oil.Mix beans, onions and peppers together.Assemble by putting onion/pepper/bean mixture and some cheese into a tortilla.
