Braise the chicken in oil. Remove from the pan. Saute the onion and garlic (if using fresh) in pan that was used for the chicken. Once the onions begin to clarify, stir in broth, chilies, cumin, pepper, oregano, and cilantro. Reduce heat to simmer.Meanwhile, dice chicken in small pieces.Add chicken and beans to broth once it has simmered for 30 minutes.
