Cook bacon in pot and remove when crispy. Drain most of the grease leaving just enough to saute the peppers, onions and garlic. Season with salt and pepper.Sprinkle with 2 tbsp of flour, mix and add broth and potatoes. Cover and boil. Simmer for 15 minutes till potatoes are tender.Add carrots and corn, simmer additional 5 minutes. Add half and half, thyme and parlsey.
