Cook until starting to get transluscent, then add garlic. Cook for about 30 seconds, then add potatoes and vegetable broth. Stir, and bring to a boil. Cover and lower heat. Simmer until potatoes are tender. Transfer to a blender and blend until smooth (add more vegetable broth if necessary - should be thick but not stiff). Transfer back to pot and add milk. Season with salt and pepper to taste.
