Here is how you make Roasted Garlic Vinegrette:

Preheat oven to 425 degrees. Wrap garlic bulb in foil with 1 Tablespoon olive oil. Roast in oven for about an hour or until cloves are soft and "squeezable". Once cool enough to handle, squeeze garlic cloves out of their skin into a food processor. Add all remaining ingredients (salt and pepper to taste though).
