Rinse and drain chick peas. Place in bowl.Quarter tomatoes and add to beans.Chop green onions white and some green and toss in bowl.Chop pepper(s) and cucumber. Add to bowl.Halve celery stalk lengthwise and chop.Stir all ingredients together.In small bowl, combine olive oil, lemon juice and vinegar. Stir in garlic.Mince basil and stir into oil mixture.
