After soaking remove from pot, rinse well, and set aside. Spray the soup pot with nonstick cooking spray and then add 2 tsp olive oil. Saute onion and garlic until soft. Add beans to the pot and continue to saute for another 2 minutes, stirring constantly to prevent beans from sticking. Add water to cover beans about 1 inch. Add remaining ingredients, except cilantro, and bring to a boil. Reduce heat and simmer for 1 to 1-1/2 hours or until beans are tender. If a thicker soup is desired, remove some of the beans and puree in a blender. Stir to combine after adding puree to pot.
