Place mung beans in a pot with the cold water. Simmer until the beans are tender, about 40 minutes. Combine the turmeric, cumin, curry powder, and garam masala, and set them aside.In a large pot, heat the oil over medium high heat. Saute the onion until golden brown. Reduce the heat to med low, add the garlic, tomatoes, and ginger and saute for 1 minute. Add the combined spiced and sliced serrano pepper; saute for 1 minute.
