Brown the ground beef and then drain, rinse any fat off. In the same skillet saute onion and green pepper until soft. In a large soup pot or dutch oven melt the butter, stir in the flour and cook for 1 min, stirring constantly. Add water and stir until bubbly. Stir in the beef, onions and pepper, tomatoes, black eyed peas, and seasonings. Bring to a boil; cover and simmer 45 min to 1 hour.
