Here is how you make Hearty Beef and Vegetable Soup:

In a large stock pot, heat oil and brown beef on both sides until nicely colored. Transfer to a plate. Add onions, carrots, celery, garlic and pepper. Cook 8 minutes or until softened. Return meat to pan and add water, tomatoes, and salt. Bring to a boil, reduce heat and simmer, covered for at least 1 1/2 hours or until beef is tender. Add cabbage, potatoes, and parsley.
