Place on stove top over med-high heat.2) Add ground beef and brown.3) Add onion and garlic, cook until translucent.4) Add V8, crushed tomatoes, 2 c water, barley, carrots, celery, and spices.5) Bring to boil, reduce heat to simmer, and cover.6) Simmer for 30 minutes. 7) Add frozen peas.
