Over medium heat, brown the ground beef in a dutch oven that has been sprayed with non-stick cooking spray. Stir while browning so beef in small pieces. When the meat has only a little pink left add the onions & garlic. Cook a couple more minutes.Add the corn, green beans, tomatoes, barley, bullion cube, 4 cups water, carrots & celery.When soup reaches a boil, add the basil, and reduce heat to simmer.Add more water if desired. Let simmer for at least 90 minutes. Two hours are the best.Soup freezes well.
