Heat 2 tsp oil in large dutch oven, add in beef strips and cook over medium high heat, stirring occasionally until well browned. Set beef aside. Add 2 tsp oil to pot and heat, add in onion, cook for 5-7 min add garlic. Stir in beef broth and chicken broth, scraping any browned bits. Stir in bay leaf and browned meat with any accumulated juices. Bring to boil then cover, simmer for 30 min. Stir in carrots, cabbage and sauerkraut, cover partially and simmer gently until beef and vegetables are tender - 30-40 min. Turn off heat, remove bay leaves, stir in till and season with salt and pepper to taste. Serve with sour cream.
