Here is how you make Swiss Broccoli Barley Soup:

Combine water, chicken broth, onion, barley, garlic, salt and pepper in a large saucepan. Heat to a boil over medium high heat, stirring occasionally. Reduce heat, cover and simmer 40 minutes, stirring occasionally. Add broccoli and sliced carrots. Simmer 15 to 20 minutes until vegetables are tender. Whisk together 1/2 cup milk and flour in a small bowl until smooth. Whisk the flour mixture into the soup and simmer 5 minutes, stirring frequently, until thickened.
