Add garlic and cook until it is just browned. Since there is not a lot of oil cook it on low head and stir frequently. Add the tomatoes and cover the pot. While the tomatoes are cooking, chop the pepper and carrots. I use a yellow pepper for the sweetness and added color. Next add the pepper and carrots to the pot. Then add the chicken broth. Cover it and cook longer while you are chopping the cabbage. Add the cabbage, water and spices. The amount of pepper is optional because it makes it a little bit spicy.
