Finely dice celery, carrots and leeks. In a large pot, sautee leeks until slightly golden, then add celery and carrots. Cut florets from head of cauliflower, spray with light mist of olive oil, and roast in oven at 325 for 15 minutes. Add roasted cauliflower and parsley to sauteed vegetables, cover and let simmer for 15 minutes. Add chicken stock, return to simmer.In a medium sized saucepan, sautee 4 tbs. butter. While butter melts, pour milk and flour into a bowl and whisk until blended. Add to melted butter and stir until thickened. Add half and half to thickened mixture.Add milk mixture to pot, stir to combine ingredients. Add 2 bay leaves. Leave to simmer an additional 15-20 minutes. Season to taste.Spoon sour cream into the bottom of a soup bowl and gently ladle over soup mixture.
