Fry bacon in large soup pot. Once it is done add the butter, onion and celery. Saute until the vegetables are limp. Stir in flour until mixture is lumpy. Whisk in chicken stock until mixture is smooth. Let simmer 15 minutes. Add milk and simmer for 10 more minutes. Stir often and DO NOT let mixture boil. Stir in cheese. Mix until all cheese is melted.
